Departmental Scheme - ICDP

Integrated Cooperative Development Programme:

     One of the important schemes of the National Cooperative Development Corporation is “Integrated Cooperative Development Project (ICDP) Scheme” which was introduced in the year 1985-86 and aims at:

*   Development of Primary Agricultural Credit Societies as Multipurpose self-reliant entities;
*   Development of Allied Sector Cooperatives; and
*   Development of viable functional linkages among Cooperatives.

     Under the Scheme, an area development approach is adopted for development of Cooperatives. A Macro Plan is prepared for the whole of selected district, keeping in view of the local resources and needs.

NCDC funds the ICD Projects through State Govt. The project funding is under two heads – i) Loan and ii) Subsidy. The loan is for creation of infrastructure facilities sucg as godowns, banking counter, transport vehicles, small processing units etc. and strengthening of Share Capital/ providing margin money for augmenting the business of the societies. Subsidy is provided for project implementation, cost of project preparation, manpower development and training, monitoring and incentives.

Subsidy component is restricted to 30% of the total project cost and is shared between the NCD and the State Govt. on 50 : 50 basis In case of special category states, entire subsidy component is provided by the NCDC. The special category states are all North-Eastern States, Sikkim, Himachal Pradesh, Jammu & Kashmir and Uttaranchal.

The project period is 5 years during which it is monitored regularly. In the States where the projects are more than two in number, a monitoring cell is created at the state level to monitor all the projects in the state.

ICDP in Nagaland

ICD Projects have been implemented in the state of Nagaland over the last many years. So far, it has covered 5 (five) districts viz. Kohima, Mokokchung, Wokha, Phek and Tuensang with investment up to 2,888.14 Crores. The latest areas to be covered under ICD Projects are Dimapur, Mon & Zunheboto districts which was launched in July 2010 with a total Block Cost of Rs. 3,347.54. The Project aims to cover maximum numbers of agri-allied and minor industrial Cooperative Societies across Nagaland. These includes Go-downs, Marketing, Power tillers, E. Kiosks, Consumers, Cattle, Piggery, Poultry, Goatry, Weaving, Industrial, Banking etc. The Project also imparts training on financial management, Book of Accounts et al to the beneficiaries' societies for which separate fund has been earmarked.

The Registrar of Cooperative Societies, Nagaland is the Project Implementation Agency (PIA) of ICDP Zunheboto district and the Nagaland State Cooperative Bank Ltd. (NSCB) for Dimapur & Mon districts. The PIAs are assisted by respective Project Implementation Team (PIT) comprising of Chief Project Officer, Manager & Development Officer.
